Saudi Arabia consumes basmati rice at a scale most other markets don’t — it’s a household staple rather than a specialty import, and the compliance system reflects that volume with a clearly defined registration path.

SFDA product registration

The Saudi Food and Drug Authority (SFDA) requires food products, and in most cases the exporting facility itself, to be registered before import. This is typically arranged well ahead of a first shipment, since registration review takes time — it’s not something to start once a container is already loaded.

SASO conformity certification

Separately from SFDA registration, shipments generally need a conformity certificate issued by an accredited inspection body under the Saudi Standards, Metrology and Quality Organization (SASO) framework, confirming the cargo meets Saudi technical regulations before it’s allowed to ship.

Arabic labelling

Saudi labelling rules require product name, ingredients, net weight, country of origin, and production/expiry dates to appear in Arabic alongside the original language. This needs to be planned into packaging design from the start for any retail-bound shipment — retrofitting Arabic labelling after packaging is printed is a costly mistake to make once.

Halal expectations

Rice itself carries no inherent halal concern, but some Saudi buyers still request halal certification covering the supply chain and packaging facility as a condition of order — worth confirming directly with your buyer early, since it affects which mills and packaging lines can be used for that order.

An importer of record

As with most Gulf markets, a licensed Saudi importer of record handles customs clearance and coordinates SFDA/SASO requirements on arrival — if you’re a first-time buyer without an existing importer relationship, your freight forwarder or a Saudi-based customs agent can usually advise on setting this up.

A practical first-order checklist

  1. Confirm SFDA product/facility registration status well ahead of your target ship date.
  2. Arrange SASO conformity certification through an accredited inspection body before shipment.
  3. Finalise Arabic-language label content before packaging print.
  4. Confirm with your buyer whether halal certification is expected for this specific order.
  5. Confirm your target port — commonly Jeddah or Dammam — with your freight forwarder.
